Mid-Term Evaluation of Nari Shakti, Samaz Shakti (NSSS) Project
HELVETAS Swiss Intercooperation invites proposals from qualified consulting firms and individual consultants to conduct the Mid-Term Evaluation (MTE) of the Nari Shakti, Samaz Shakti (NSSS) Project. The evaluation aims to assess project progress, achievements, challenges, effectiveness, relevance, and the likelihood of sustainability of results achieved during the first half of the project implementation period. The NSSS Project is implemented in Rohingya refugee camps and host communities in Ukhiya and Teknaf Upazilas of Cox’s Bazar District. The project seeks to create a gender-transformative environment that empowers women and marginalized groups to contribute to safer, more inclusive, and resilient communities through interventions on economic empowerment, social protection and cohesion, and climate resilience.
The selected consultant/firm will be responsible for conducting the evaluation using a mixed-methods approach, reviewing project performance against baseline findings and project targets, documenting lessons learned and good practices, and providing practical recommendations for the remaining implementation period. Key deliverables include an Inception Report, Presentation of Preliminary Findings, Draft Mid-Term Evaluation Report, Final Evaluation Report, and a Study Brief. Interested applicants are requested to submit separate Technical Proposal and Financial Proposal in accordance with the Terms of Reference (ToR). The proposals should demonstrate relevant experience, technical expertise, proposed methodology, team composition, implementation plan, and budget.
